CETP: An Effective Resource for Successful Propane Business Managers

The Certified Employee Training Program (CETP) is a great resource for propane companies interested in improving the safety of their employees and customers, increasing productivity and employee morale, and adhering to federal and state regulations. CETP helps propane companies serve the communities they operate in by providing up-to-date, task-specific technical training that  eliminates guesswork and empowers employees to perform their jobs confidently, knowledgeably and safely.

ONLINE-BASED TRAINING to be held in conjunction with classroom training!

Once you have completed and returned the registration form to the WPGA office, you will receive an email containing a registration link, login and password. The online training MUST be completed before the registrant attends the morning class and afternoon testing.  Each student MUST provide an individual email address (either business or personal). Students will receive the class book and codebook (if ordered) the day of the review and testing class.

PLEASE NOTE: To avoid cancellation of a course, a minimum of 12 students must be registered three weeks prior to the start of each class.

AGAIN THIS YEAR – Online-based training to be held in conjunction with classroom training! Test Results On the final day of each course, the certification test will be administered to all registrants. The test will then be forwarded to Industrial Training Service for evaluation and  recording.

Please Note: The supervisor of the registrant must complete and return the skill assessment reports (included with the class materials) to Industrial Training Service before the results of the tests will be returned.

BASIC PRINCIPLES AND PRACTICES

Basic Principles and Practices of Propane is an “entry level” course that provides pre-requisite instruction about propane’s physical and combustion properties, how propane is produced and transported and will aid in preparing for NPGA’s CETP certification. Basic Principles and Practices of Propane is an essential tool for ensuring employee safety and continuing success.

The topics covered are: Introduction to the Basic Principles and Practices of Propane; Propane Customer Applications and Customer Service; Sources and Physical Properties of Propane; Odorants and Service Interruptions; Complete and Incomplete Combustion Characteristics; Standards, Regulations, and Safety; Bulk Plants; and DOT Cylinders, Propane Piping, and Residential Systems.

Required NFPA 54, 2015 edition/NFPA 58, 2017 edition

*NOTE: This course MUST be completed to receive certification in any other CETP course

BOBTAIL/CYLINDER DELIVERY OPERATIONS

Propane Delivery includes inspecting, maintaining and operating propane delivery vehicles, filling propane storage containers, and making customer deliveries of propane. This course is primarily designed to train propane delivery personnel who operate cylinder delivery vehicles and provides information, practices, and  procedures that support many general delivery tasks.

Bobtail Delivery Operations course provides information for drivers who operate commercial motor vehicles to deliver propane. This course also covers: Bobtail equipment and systems; explains a bobtail’s basic equipment and systems, including the cargo tank, gauges, valves, pumps, meters, delivery hoses and emergency discharge control equipment; presents detailed procedures for safely loading a bobtail using the plant pump; discusses DOT requirements for bobtail inspections; and reviews the features and installation requirements of ASME tanks at customer locations.

HAZMAT/DOT AUDIT REFRESHER TRAINING

Could you survive a DOT audit? Are all of your employees up-to-date on their hazardous materials training to satisfy the U.S. Department of Transportation’s requirements? Get the training you need from WPGA!

WHO NEEDS THE TRAINING? Any employee that directly affects hazardous materials transportation safety, including everyone in your office that: (1) Loads, unloads, or handles hazardous materials; (2) Manufactures, tests, reconditions, or repairs, modifies, marks, or otherwise represents containers, drums, or packages as qualified for use in the transportation of hazardous materials; (3) Prepares hazardous materials for transportation; (4) Is responsible for safety of transporting hazardous materials; or (5) Operates a vehicle used to transport hazardous materials.

WHAT DOES THE TRAINING INCLUDE? (1) General properties of propane; (2) How to load/unload propane and maintain shipping papers; (3) How to respond to emergencies; (4) Keeping your vehicle and facility safe; and (5) Maintaining records and files for DOT audits.

Initial training for a new employee or an employee that changes job functions must be completed within 90 days after employment or a change in job function. Refresher training is required at least once every three years. Each participant will receive a certificate of participation to satisfy the DOT’s recordkeeping requirements.

PROPANE 101 – FRONT OFFICE SAFETY TRAINING

What’s one of the most common mistakes propane companies get cited for on U.S. Department of Transportation audits? Not having front office employees up-to-date on their hazardous materials training! So avoid the fines and get the training you need from WPGA!

WHO NEEDS THE TRAINING? Any employee that directly affects hazardous materials transportation safety, including everyone in your office that receives phone calls from customers who order gas and those that dispatch drivers or technicians to deal with delivery or out-of-gas issues.

WHAT DOES THE TRAINING INCLUDE? (1) General properties of propane, (2) How to respond to emergencies, and (3) Effective customer service communication techniques. PLEASE NOTE: This class is designed for front office staff to meet HM 126 requirements. Drivers and service technicians should take the HazMat/DOT Audit Refresher Training, which provides more technical information specific to their job duties.

Initial training for a new employee or an employee that changes job functions must be completed within 90 days after employment or a change in job function. Refresher training is required at least once every three years. Each participant will receive a certificate of participation to satisfy the DOT’s recordkeeping requirements.

VAPOR SERVICE SYSTEMS

When appliance demand is expressed in gallons of propane per minute (GPM), a propane vaporizer will likely be needed. Propane vaporizers operate by using liquid propane to produce vapor (propane gas) for downstream equipment. Vaporizers serve to meet the demands of equipment because the environmental conditions present challenges to container vaporization capacity, such as in cold temperatures or because LP Gas appliance vapor requirements are extremely high. Vaporizers can’t be installed without changing the propane withdrawal method of the propane tank. This is crucial to understand because propane tanks supply vaporizers with liquid and therefore, the temporary installation and use of a vaporizer isn’t always practical or efficient.

WHO NEEDS THE TRAINING? This training is designed to help field technicians and managers understand good practices and procedures associated with the safe operation of a vaporizer. Any employee that uses vaporizers must understand the sizing and installation requirement. They must also understand piping and regulator system design and trouble shooting skills needed to ensure peak performance of the system.

WHAT DOES THE TRAINING INCLUDE? (1) Basic information on safety using and maintaining direct and indirect fired units, (2) How to respond to emergencies and get them back online, (3) Live fire test and troubleshooting of unit. The training includes printed materials, as well as hands-on training.
